Critics ask: Is this reform truly for the poor, or does it quietly favour the rich? A careful reading suggests the answer is neither simple nor one-sided. What emerges instead is a law designed to balance equity, efficiency, and economic pragmatism—and, for the first time in years, give Nigerians reason to breathe.RELIEF BEGINS WHERE IT MATTERS MOST: LOW-INCOME EARNERSThe most immediately impactful relief is for low-income earners. Under section 33(1) of the Nigeria Tax Act, 2025, individuals earning below the statutory minimum taxable threshold—currently set at&nbsp;₦800,000 per year—are exempt from personal income tax.This is not a symbolic gesture. Section 34 of the Nigeria Tax Act, 2025 mandates that taxable income be charged at graduated rates, as detailed in the Sixth Schedule. Higher earners shoulder proportionately higher burdens, while middle- and low-income taxpayers benefit from lower rates.Progressive taxation is a relief not because it reduces tax for everyone, but because it shifts responsibility to those with greater capacity to pay. It signals that fairness in taxation is legally required, not merely a policy aspiration.In short, the law reassures the majority of Nigerians that the tax system is no longer designed to exploit compliance where it is easiest—a subtle but meaningful form of relief.&nbsp;SMALL BUSINESSES FINALLY GET ROOM TO BREATHESmall and medium enterprises (SMEs) are the backbone of Nigeria’s economy, yet they have long suffered under overlapping taxes, levies, and regulatory costs. The 2025 reforms directly address this vulnerability.Section 45(1) of the Nigeria Tax Act, 2025 provides that companies with turnover and qualifying assets below prescribed thresholds are exempt from:<ul><li>Companies Income Tax,</li><li>Capital Gains Tax, and</li><li>The 4% Development Levy.</li></ul>For small entrepreneurs, this is transformative. It reduces compliance costs, improves cash flow, and gives businesses a fighting chance to survive and grow. Especially in sectors like retail, services, and informal manufacturing, this legal relief could be the difference between closure and sustainability.&nbsp;LARGE CORPORATIONS: MINIMUM TAX, MAXIMUM ACCOUNTABILITYWhile the law extends relief to ordinary citizens, it simultaneously imposes obligations on wealthy companies and multinational entities.Section 56 of the Nigeria Tax Act, 2025 introduces a Minimum Effective Tax Rate (ETR). Large companies and multinationals are now legally required to pay a baseline rate; if their effective tax falls short, a top-up tax is triggered.This section addresses one of the longstanding frustrations in Nigerian tax policy: the perception that the rich and powerful often pay less, or nothing at all. Relief from tax pressure is real when the system starts asking more from those who can afford it, rather than from those who cannot.&nbsp;VAT STABILITY: RELIEF THROUGH STATUTORY RESTRAINTConsumption taxes are notoriously regressive, affecting low-income households disproportionately. By retaining VAT at 7.5%, section 145 of the Nigeria Tax Act, 2025 shields ordinary citizens from further economic strain.This decision is subtle, yet critical. Sometimes relief is not about lowering taxes, but about preventing additional burdens from being imposed arbitrarily. In a climate of high inflation and rising living costs, this statutory restraint is significant.&nbsp;DIGITAL TAX ADMINISTRATION: PREDICTABILITY AS RELIEFModernisation of tax administration is also embedded in law. Section 6 of the Nigeria Tax Administration Act, 2025 mandates electronic platforms for tax assessment and compliance.Predictability reduces fear. Critics argue that large corporations and wealthy individuals may still benefit disproportionately due to loopholes or weak enforcement. Supporters counter that relief for low-income earners, SMEs, and salaried workers is clear, statutory, and enforceable.The truth lies in implementation.
